There cannot be an unified logic because two groups of people are competiting for the same place. When there is competition there will be a divide. Like corporations, politicians will try to carve a niche and play us vs. them.

To answer this, I will briefly take you through the American political system, among the most well thought out political systems in the world. They had among the smartest founding fathers who gave a lot of thought on this subject.
